The International Civil Aviation Organization (ICAO) has updated its guidance on managing flights over or near conflict zones to expand advice to operators and national governments about reducing risks from various forms of attacks and about closing conflict zone airspace.

Other material includes new guidelines for the “harmonization of risk assessments and risk communication,” ICAO said.

The material is intended to address deliberate and unintentional attacks on civil aircraft, ICAO said.

ICAO first issued the guidance in 2017 in response to the July 17, 2014, downing of Malaysia Airlines Flight 17 in eastern Ukraine. All 298 passengers and crew were killed, and the Dutch Safety Board, which conducted the official investigation, concluded that the Boeing 777 was stuck by a surface-to-air missile as it flew over an area of armed conflict near Ukraine’s border with Russia.
